Eugenio J. Torres-Oyola Director, CEO, and Chairman of the Board
Mr. Torres-Oyola is the founder and CEO of PSG. In this capacity, he oversees PSG's business operations and manages all sales, marketing, and client relationship for PSG.
Mr. Torres is also a founding partner of the law firm Ferraiuoli Torres Marchand & Rovira, where he has served as co-managing partner successfully spear heading a 300% growth in legal fees and the launching of a successful operation currently having 21 employees in a three year time span.
Mr. Torres is a registered United States Patent Attorney with 7 years of experience in drafting and prosecuting patent applications in various technologies.
Prior to becoming a founding partner at FTMR, Mr. Torres enjoyed a successful solo practice from 2001 to 2003. He also worked for 3 years in the Corporate Law Department of McConnell Valdes, the largest law firm in Puerto Rico, and for 3 additional years in Procter & Gamble, where he was a Product Supply Manager.
Mr. Torres is a renowned Intellectual Property attorney in Puerto Rico having offered more than 60 conferences during the past 7 years and having offered an Intellectual Property Course at the University of Puerto Rico Law School.
Mr. Torres earned his J.D. from the University of Puerto Rico Law School and his B.S. in Environmental Engineering from the Massachusetts Institute of Technology. He is also a member of AIPLA, INTA, NAPLP.

Boris Jaskille
Director & President
Boris Jaskille is the Director & President of PSG. He also serves as Managing Member of Beyond Development Associates (BDA, LLC), a Puerto Rico-based economic development consulting firm a specialized on business retention and attraction.
For the past ten years, Mr. Jaskille has worked in areas related to the economic activity in Puerto Rico and assisted global companies successfully complete due diligence, site selection and expansion plans in the Island. During the past five years, Mr. Jaskille served as Executive Director of the Puerto Rico Industrial Development Company (PRIDCO), a position to which he was appointed by the Governor of the Commonwealth of Puerto Rico and confirmed by the Senate. He was also named Chief Business Development Officer and Director of the Science and Technology Office. PRIDCO is Puerto Rico’s leading investment promotion agency, in charge of fostering foreign direct investment in high technology sectors including niche manufacturing, R&D and export services.
During his tenure, he led efforts, and their respective negotiations, to showcase Puerto Rico as the ideal investment destination before high-ranking officers of the leading global firms in sectors including life sciences (biotechnology, pharmaceuticals, medical devices and health services); telecommunications, information technologies, aerospace engineering; and others.
He was a member of the Steering/Technical Committee for the drafting of the new Puerto Rico Economic Incentives Act of 2008, recognized as the Island’s single most important economic development and foreign direct investment legislation, and led a delegation of business and industry leaders during a promotional road show across the United States and Europe.
Mr. Jaskille has served as a Member of several Board of Directors of government and private sector economic development entities, including the Puerto Rico Ports Authority; the Port of the Americas Authority; the Puerto Rico Trade Company; the Economic Development Bank; the Puerto Rico Land Administration; the Puerto Rico Science, Technology and Research Trust; the Bioprocesses Development and Training Complex (President of the Board); and the INDUNIV Industry and University Consortium. He has also been a guest speaker at numerous Conventions and events sponsored by leading organizations including the Pharmaceutical Industry Association (PIA), the Puerto Rico Manufacturers Association (PRMA) and others.
From March 2001 to December 2003, Mr. Jaskille worked in the Office of the Governor as Deputy Advisor on Economic Development and Finance, where he collaborated in the implementation of the government’s platform on Economic Development, Finance and related areas including Industrial Development, Tourism, Agriculture and Commerce. He also wrote opinions and position papers on bills and other legislative affairs, represented the Governor’s Office in the formulation of the Puerto Rico Tourism & Transportation Strategic Plan, and was designated as member of the Air Access Steering Committee of the Puerto Rico Tourism Company.
Prior to public service, Mr. Jaskille served as an Associate Attorney in the Corporate Department of the law firm McConnell Valdés, where he provided advice on banking, insurance and general corporate legal matters. He assisted financial institutions with regulatory compliance and documentation before local and federal agencies.
In 1999 he obtained a Juris Doctor from the Boston College Law School. His BA is also from Boston College, where he graduated Cum Laude in 1996 with majors in Economics and in Hispanic Literature, wrote a thesis on The Newyorican Experience as Seen in the Puerto Rican Literature, and was selected Captain, MVP and four year Varsity letter recipient of the NCAA Division 1-A Swim Team. |
