This means that a licensing analysis must be performed prior to disclosing the information to a foreign person even if that contact occurs in the United States. For this reason, many aerospace companies have opened operations in Puerto Rico during the last few years and are doing part of their research in Puerto Rico at a lower cost than in the continental U.S., but they do not have a reasonable cost patent support option in U.S. territory.

Export limitations can include transmission of a patent specification to a foreign national on US soil. Thus, US export control laws present a complication to patent-related legal process outsourcing (LPO).
